Procurement Group Leader

The Role
As Procurement Group Leader you will be responsible for overseeing the procurement process within the organisation. This role involves managing the acquisition of goods and services, ensuring cost efficiency, and adhering to regulations.

Principal Accountabilities, Qualifications, and Experience
• Create an optimal environment for team consultations,
focusing on ethics, competition, safety, CSR, and planning.
• Serve as a point of reference for senior buyers, buyers,
junior buyers, and assistants.
• Carry out market sourcing and compliance monitoring to
identify opportunities to reduce total acquisition costs and
improve team performance to fulfill consultations.
• Activity planning for the UK Team (Recurring Contracts and
Projects), liaising with key departments (infrastructure,
operations, facilities, and work train).
• Report to the procurement manager on the progress of
files, contracts, and performance and the follow-up of any
disputes
• Ensure internal customers adhere to purchasing, financial,
and regulatory procedures, including duty of care and due
diligence.
• Oversee the team's receipt, application, and monitoring of
financial guarantees, financial health, and liquidated
damages for suppliers with ongoing orders/contracts.
• Approve orders and contracts within the signing limit,
ensuring the best quality/price ratio. Issue higher value
orders and contracts to the purchasing manager for
signature.
• Perform strategic purchasing operations for defined internal
customers, planning the consultation with the manager.
• Take responsibility for tender processes, by identifying and
challenging needs, consulting, ensuring that those
consulted comply with regulations, and presenting the
project team's recommendations to management
• Establish consultations (Request for Quote (RFQ), and

Request for Proposal (RFP)). Define the best procurement
strategy, develop price schedules, and ensure that the
process is carried out to the best technical, financial, and
contractual conditions to meet the needs identified.
• Analyse commercial offer using the "Commercial Bid
Tabulation (CBT)": price breakdown, initial analysis of
contractual reserves, verification of compliance with legal
obligations by bidders, and contractual evaluation, with
support from the Legal department.
• Conduct final negotiations, complete the CBT, include final
technical analysis, and send recommendations to the
relevant manager (prepare a Tender Board and circulate if
required).
• Setting up contracts, purchase orders, drafting letters of
award, regret, possibly letters of intent to order.
• Monitoring supplier performance: performance evaluation,
dispute management, amendment writing (variations),
change management.
• Oversee projects until the end of the project guarantee.
• Educated to A level or equivalent qualification and a
University Degree is desirable.
• Demonstrable appropriate level of experience in a technical
purchasing or project management role with experience in
project-based working.
• Demonstrable experience using SAP or similar IT systems.
• Strong skills in Excel and other Microsoft applications.
• Able to demonstrate a high standard of written and verbal
communication skills.
• Fluent in English (spoken and written). French would be an
advantage.
