We are working with Ashford Borough Council to recruit a temporary HR Officer to join an existing team. Reporting to the HR Manager, the role will manage and deliver the full spectrum of personnel services across the organisation as required, specifically providing advice and consultancy service on employment relations issues to managers and staff - interpreting and implementing policies and procedures.
You will be experienced in handling ER issues to include discipline, grievance, capability, sickness, managing a significant case load, job evaluations, policy work and other HR projects including recruitment. You knowledge will ideally incorporate strategy development, previous experience of leading HR and other projects and change management programmes.
The role
* Develop strong and effective relationships with senior managers throughout the Council in order to advise and support to managers with matters concerning disciplinary, grievance, termination of staff employment and performance management
* Provide advice on employment conditions, remuneration, employment law and similar matters, and to initiate changes in individuals employment conditions.
* Ensure the effective management of sickness absence in units and provide information, advice and guidance to managers concerning appropriate action.
* Provide, as appropriate, advice on resourcing activities i.e. recruitment, interviews, selection testing. Develop assessment techniques and take part in selection interviews for specific recruitment projects.
* Set up and chair joint management / staff / trade unions working groups to look at specific issues and report back to management team and JCC as required.
* Keep abreast of major developments within the Council with a particular emphasis on those issues that have a direct impact on the personnel function in general and on employee relations activities in particular.
* Provide outplacement support (CV writing, interview skills coaching) to individuals facing redundancy or seeking career opportunities within the Council.
* Provide job evaluation for pay/grading purposes as required and to undertake job analysis for varying purposes including the creating of job descriptions.
* Provide advice on pay and other remuneration issues including promotion and benefits.
* Negotiate with staff and their representatives on issues relating to pay, conditions and individual staffing issues.
* Develop, with line managers, workforce development strategies, which consider immediate and long-term staff requirements in terms of numbers and skills levels.
* Ensure the communication of training needs to the Learning & Development Officer and to assist in implementation of training activities as required.
* Undertake specific corporate project and research work relative to current issues and to the development of effective personnel policies and practices.
Working a 37 hour week. Candidates applying will be MCIPD or CIPD Level 7 qualified.
