Procurement Officer

Mid Kent
£30k - £35k DOE
12 Month FTC
Our well-established client is looking to recruit an experienced Procurement Officer to join their Fleet and Professional Services team on a 12-month fixed term contract.
The successful candidate will be a driven, highly focussed, and analytical individual with demonstrable experience of the end to end procurement life cycle ideally within the Public Sector and will have a full CIPS membership or currently be working towards.
Key duties:
* Offer advice on Procurement Services regarding tendering, contracts, contract management and the use of the Purchase to Pay System.
* Provide support to the Fleet Services Manager in developing and promoting innovative approaches to procurement and market analysis.
* Plan, co-ordinate, implement and manage a range of sourcing events and contract management tools to ensure the continuous improvement of service
* Provide data analysis to support new methods of service delivery to achieve best value procurement and improvements in contract management
* Work with customers to help define their needs, prepare tender documentation, evaluate, and analyse tender responses in accordance with audit regulations, Procurement Service Orders and the governments Find a Tender Service.
* Contribute to the extraction, monitoring and management of financial data associated with procurement activity
* Analyse and manage spend to identify and help generate opportunities for savings and efficiencies, contract formation and pro-active contract management.
* Manage supplier relationships in accordance with the Service Orders, to manage risk and ensure all suppliers of goods, works and services
* To provide management reports and detailed analysis as and when required
The successful candidate will have/be:
* An experienced Procurement Officer ideally working in the Public Sector, Fleet or Professional Services
* CIPS qualification or working towards
* Working knowledge of the Purchase to Pay lifecycle and EU tendering
* Experienced in using CRM 'Agresso' would be an advantage
* Strong analytical skills
* First class interpersonal skills with a real passion for building effective professional relationships
* Confident in working to tight timeframes and deadlines
* Excellent knowledge of current purchasing and procurement regulations are necessary
* The ability to collate and analyse data
* Advanced knowledge of Microsoft Applications including Excel
* Analytical, with a high level of attention to detail
* Ability to prioritise and handle multiple projects and daily tasks
