Recruitment Solutions (Folkestone) Ltd. has been appointed to assist our established client with this exciting new vacancy for an Independent Living Manager.


The role is within the public sector and is being presented on a fixed term contract basis for 12 months.


Knowledge, Skills & Expertise:
In order to meet the requirements of the role, you will need demonstratable housing management or relevant customer contact experience in this field, ideally with an understanding of housing and tenancy legislation and practice plus an understanding of safeguarding adults is necessary.

Team Summary:
The Independent Living Team manage the 14 Independent Living Schemes across the district for people aged 60 or over or for those who are registered disabled. This is sheltered housing where the Independent Living Manager can assist with housing related queries and can signpost residents to other agencies if they need assistance. The team also manages the semi-sheltered accommodation (flats and bungalows) for those people aged over 50 or are registered disabled.

The Role Purpose:
To work as part of a team of 8 Independent Living Managers to provide an effective and customer focused service to residents living within the Independent Living Schemes and semi-sheltered accommodation. Ensuring that effective tenancy sustainment work is undertaken with those customers who need help to manage their tenancy and maintain independent living.

Key Tasks & Responsibilities:
There is a need to liaise closely with the Housing Options team to assess the eligibility of housing applicants interested in moving into schemes or semi-sheltered properties.
Manage properties that become empty by placing advertisements, viewings and signing of new tenancy agreements/paperwork.
Monitor, report and deal with any breaches of tenancy conditions
Deal with complaints, tenancy disputes and anti-social behaviour. Work with the Legal team to prepare papers for Court where necessary. Liaise with police and other agencies to ensure that there is a coordinated approach to tackling anti-social behaviour. This will mean dealing with confrontation from time to time and the relevant skills will be necessary to work with tenants and remain professional at all times. The need to remain impartial is vital and also the ability to be firm but fair.
Provide advice and sign-post residents to agencies and services that will help them support their independence.
Ensure the health and safety, and well-being of tenants including taking appropriate action on any potential safeguarding concerns.
Carry out weekly building inspections, identifying elements of health and safety issues, maintenance required and report repairs. Maintain a high standard of cleanliness safety and security.
Ensure the fire box at each scheme is kept up-to-date at least weekly with current statutory certificates (e.g. gas, electric), tenant register, asbestos register, fire alarm zones and site plans.
Be responsible for all aspects of tenancy management including lettings, assignments and successions, enforcement of conditions of tenancy, unauthorised occupation and terminations of tenancies.
Provide an out of hour’s service on a rota basis covering evenings (4.30 pm to 8.30 am) and weekends (8.30 am to 8.30 am) 365 days a year. This includes Christmas and Bank Holidays. You may be required to visit schemes out-of-hours. Bank holidays are normal working days but can be taken as leave as long as the service is covered.

Due to dealing with the older generation who are often frail or vulnerable, this can place emotional demands on the post holder. Tenant’s health or mental wellbeing can deteriorate quickly and this can be sad to witness. Occasionally it is necessary to gain access to a flat where the tenant has not been seen and has passed away. Sensitivity is vital in this scenario.

Package:
37 hours per week
12 month fixed term contract
Salary circa £27K per annum, pro rata or in the region of £14.00 per hour
