Interim Finance Business Partner

Duties
In partnership with Finance SMT colleagues, contribute to developing the strategic direction, objectives, priorities, and culture for the service area, and to ideas for organisational strategy.
Lead the development and improvement of complex systems to support effective and efficient service delivery, using management information to monitor, manage and improve services.
Develop, consult on, and implement policies and procedures within a specialist area and translate policy into operational plans.
Work collaboratively with internal partners, partner agencies, external agencies, members, and other teams within the council's directorate to build integrated working practices.
Develop and review new systems of delivery within the network to explore new models of delivery and income generation which deliver cost effective and statutorily compliant solutions.
Role model the council's behaviours and leadership expectations, and ensure that all approaches and outcomes are consistent with organisational and public service values

What we need from you
Accountancy qualification, preferably CIPFA.
Full professional membership of CCAB, CIMA or overseas equivalent body.
Extensive understanding of the financial issues affecting adults' and public health services including government grants, health and social care integration, children, families.
Knowledge of the political framework with local and central government and proven political sensitivity.
Skilled in relationship management, with the ability to network effectively and use highly developed written and verbal communication skills, to influence and engage others effectively
High levels of IT literacy.
Proven ability to assess risks and benefits in a complex environment and respond appropriately.
Demonstrable experience of building and sustaining highly effective relationships and networks that have enabled the delivery of services and programmes across organisational and professional boundaries.
