Overview
Kent County Council has commissioned a new Leadership Inclusion Service as a key part of its strategy to develop expertise and capacity to provide highly inclusive education for all pupils, with particular emphasis on children and young people with special educational needs.

This new service, beginning in September 2021, will provide Headteachers, senior and middle leaders with a range of development opportunities aimed at developing expertise, fostering effective collaboration and developing capacity for school-to-school support.

Specifically, it will deliver 3 core strands of work:

Strand 1: An Inclusion Peer Review programme enabling groups of schools to support each other in effective evaluation of inclusive practice and improvement planning

Strand 2: An Inclusion Leadership programme that will support leaders at all levels to implement change

Strand 3: The designation and deployment of a new system leadership designation of Inclusion Leaders of Education, who will provide expert peer to peer support

The three project strands will be underpinned by the Kent Inclusion Framework and a core programme of SEN training and associated resources.

The service will be delivered by a consortium led by Leadership Learning South East in partnership with the Kent Association of Headteachers (KAH), Education Development Trust (EDT) and National Association for SEN (NASEN).

The LLSE Consortium is seeking to appoint a Project Manager to lead the operational delivery of the project. The Project Manager will report to a Strategic Group comprising senior representatives of each consortium partner.


Job Description

Job Title Inclusion Service Project Manager

Salary £30,000 - £32,000 per annum

Period Fixed Term to 31.12.2023 (corresponding to the project delivery period)

Location Office base in Sittingbourne with flexible home-based working and some travel across Kent

Reports to Executive Director

Primary Purpose

The postholder will provide operational management of the full service, ensuring successful delivery of each strand of the service in line with the agreed implementation plan and meeting all necessary milestones and outcomes.



Key Responsibilities

Project and contract management

Develop and maintain a detailed and accurate Project Implementation Plan consistent with the project objectives and contract milestones
Report on the delivery of the project implementation plan to the consortium Steering Group
Support the Steering Group in preparing reports for contract management meetings with KCC
Develop and maintain a detailed Risk Register and report risks and mitigation strategies to the Steering Group
Be responsible for the allocation of the operational budget and for liaison with LLSE’s Business Manager for the processing of invoices and payments to consortium partners
Manage the collection, collation and reporting of management information

Project organisation and delivery

Liaise with named leads from each of the 3 delivery partners (EDT, NASEN, LLSE) to make and coordinate arrangements for local delivery of Strands 1-3
Source and book venues for face-to-face delivery and make arrangements for online delivery elements
Ensure effective, timely and accurate communication to participants on all 3 strands of the programme regarding timelines, activities

Programme Design

Co-ordinate and support the Steering Group in the development of detailed curriculum for each strand as a coherent single programme
Maintain oversight of the coherence of the service and the inter-relationships between the 3 strands
Support LLSE is securing appropriately skilled and credible Kent school leaders as facilitators on the Leadership Development (Strand 2) programmme

Continuous Quality Improvement

Work with LLSE’s Director of Improvement and colleagues from EDT, Nasen and KAH, to embed LLSE’s quality improvement framework within the project
Coordinate, collate, analyse and report the outcomes of participant feedback
Produce regular project evaluations to an agreed schedule and format

Engagement

Regularly provide content to be used by partners on a variety of social media platforms and websites
Establish and maintain Kent Leadership Inclusion Service webpages
Collate core programme materials and resources from the consortium and organise and collate these for access by participants
Provide project updates for KAH and attend meetings as required to provide information, answer questions and take feedback
Act as first point of contact for queries from participants, resolving queries accurately and swiftly and escalating to the Steering Group as required.
Other

To support the Executive Director and other senior colleagues with day-to-day tasks and project management.
To contribute to the wider activity of the organisation when required, including events, team away days, and other strategic priorities.
To undertake relevant training and development, as required.
To undertake other duties and responsibilities as required, appropriate to the grade of the post, as agreed with the Executive Director

Excellent verbal and written presentation skills
Ability to communicate effectively with users of the service
A keen eye for detail
A commitment to providing the highest levels of service to partners and participants
